After much discussion about the future of Ocean Breeze Reserve, Ballina Shire Council is preparing a Master Plan which will guide future use of the site. The following is a notice issued by Council.
The Ocean Breeze Reserve is on public land owned by Council. The Master Plan study area is 1.2 hectares and is located 1.5 kilometres south west of the Lennox Head Town Centre. The site is bounded to the south by Hutley Drive and an unconstructed road reserve, and to the east, north and west by residential areas. Byron Bay Road is also located to the east of the site. The site is accessed off Ocean Breeze Drive and Hutley Drive.
Land to the south, known as the Reservoir Hill, has recently been rezoned to enable residential development. Future extension of Hutley Drive to connect to North Creek Road has been planned as part of the rezoning process. Key features of the area include some established vegetation including native and introduced tree species, palms and shrubs. A significant proportion of the site is open grassland.
The master planning considers previous community feedback as well as the outcomes of the master plan specific engagement as the basis for draft site planning options that are responsive to the community’s vision for the site.
The project involves preparing a master plan based on site investigations and community engagement with the intention of providing a master plan that enables and facilitates delivery of a preferred future outcome for the reserve.
The draft Ocean Breeze Reserve Master Plan (15mb) is on public exhibition until Monday 2 October 2017. As part of the master plan project, Council is also preparing an associated amendment to Council’s Plan of Management for Community Land to recognise the master plan under the Plan of Management.
The draft master plan sets out three concept options for the future use of the reserve based on variations in the scale and range of the facilities that have been identified as desirable through community feedback. The aim of the concepts is to present different intensities of use, a variety of facilities and cost estimates as the basis for feedback.
Although the costs for implementation could be spread over several years to reflect a staged approach to embellishment of the reserve, it is important to recognise that the delivery of multiple facilities would incur significant costs which are not funded in Council’s existing long term financial plan.
In considering the concept options, the components can be mixed and matched in relation to each concept as part of the feedback provided.
