From Ballina Shire Council:
The Winter Olympic Facility is a NSW State Government project proposed to be constructed on State Government owned land. The planning authority for the determination of the development application is not Ballina Shire Council but the Northern Joint Regional Planning Panel (JRPP).
However, the Development Application will be assessed and processed by Ballina Shire Council’s development assessment staff and will be reported to the JRPP for determination. During this time the Council will place the development application on exhibition for public comment, which is expected to be in the coming weeks. All submissions received from the public will be considered by Council’s development assessment staff in the assessment and reporting of the development application. All public submissions will be reported to the JRPP for their consideration of the development application.
The elected Council may make a submission to the JRPP on the proposal. Public feedback will form part of Council’s decision on whether or not to make a submission to the JRPP.

As mentioned above, in the coming weeks, the development application will be formally placed on public exhibition at which time the public are invited to make a submission.
